X-play INTRODUCED IN DIXIE ANGELS AND PONYTAILS

In 2011, Dixie Softball experimented with what will be called X-play rules in the Dixie Belles and Debs World Series. Everything went well and the decision was made to expand, beginning with the 2012 season, X-play rules into the Dixie Angels and Ponytails divisions. This will mean that in the Dixie Angels and Dixie Pontyals divisions only, there will be two World Series for each division.

X-play rules will allow leagues that want to play a more X-cellerated, X-panded style of play for their girls to do so. A league may choose to play the TRADITIONAL style of softball for their girls, that Dixie Softball has offered since 1976, or a league can choose to offer both X-play and TRADITIONAL styles of play to their programs.

Below will be the rules that will govern the X-play style of play. All other rules of Dixie Softball will remain the same:

X-play DIXIE ANGELS

Regular season and tournament play

March 23, 2012

CLARIFICATION OF ANGELS X-play base running rules.

1.        BASE RUNNING

(A)   – If a base runner leaves her base before the pitch reaches the batter, the base umpire shall signal “delayed dead ball” to indicate the violation at the time it occurs. The defensive team shall have the privilege of having nullified any portion of the play that occurred on the violation.

(B)   Base runners may steal only one (1) base at a time and will NOT be allowed to advance any further on overthrows.  If, on a passed ball or a wild pitch, the base runner attempts to advance to the next base it will be the umpire's judgement whether or not the base runner can continue to the next base or have to return to the base she just left when  the catcher gains possession of the ball. The umpire shall rule if the base runner was more than half way to the next base she shall be awarded the base and if the base runner was NOT more than half way to the next base she shall return to the base she just left whether or not the catcher attempts to make a play.  EXCEPTION: See article (C) of this section.

(C)   Base runners on third (3rd) base may steal home only on a passed ball, a wild pitch, a dropped ball or a clean catch by the catcher with liabitily of being put out.  Even though all other base runners are governed by the half way rule the base runner on third (3rd) base is not governed by the half way rule.  EXCEPTION: If the base runner on third (3rd) is not half way home when the catcher tries to throw out a base runner other than the base runner on third (3rd) base.  If the catcher tries to throw out the base runner on third (3rd) base the third (3rd) base runner can attempt to return to third (3rd) base or try for home.  NOTE: If a "goose chase" occurs on any base runner the umpire will call "dead ball" whenever he deems play is at a stand still.  The no head first slide rule will apply to any stealing situation.  No other base runner can advance if a play is being made at home plate except for the base runner(s) who was, according to the umpires's judgement, attemping to steal.  NOTE: The half way rule of (B) above shall apply. EXAMPLE: If base runners are on first (1st) base and third (3rd) base and the base runner on first attempts to steal second (2nd) base. The catcher makes an attempt to throw out the base runner coming from first (1st) base.  The base runner on third (3rd) base cannot advance.

(D)   The batter may advance to first (1st) base only on a base on balls. Other base runners may only advance one (1) base on a base on balls and only if they are forced to advance to the next base.

(E)    Failure to IMMEDIATELY proceed to the next base or return to her last occupied base, once the catcher has possession of the ball, following a passed ball or a wild pitch, shall result in the base runner being declared “out”.  NOTE: The umpire should give the base runner benefit of the natural reactions and reflexes of a human being.  EXAMPLE: With a base runner on second (2nd) base there is a passed ball. The base runner advances toward third (3rd) base and is more than half-way to third (3rd) base when the catcher gains possession of the ball. The base runner continues advancing toward third (3rd) base with the catcher having possession of the ball. After a few more steps toward third (3rd) base while the catcher has possession of the ball the base runner decides to return to second (2nd) base. The base runner should be declared “out”.  NOTE: The ruling for reversal of direction with the catcher having possession of the ball after a passed ball or a wild pitch is not unlike the ruling for reversal of direction by a base runner under the eight foot (8’) RADIUS circle.

(F) Base runners cannot advance on throw backs to the pitcher, any other player or coach.

X-play tournament play only

1. The consecutive game rule for pitchers will NOT be in effect.

2. A coach will be allowed to use the number of innings alloted a pitcher in any manner he chooses. EXAMPLE: A coach may pitch a pitcher the first eleven (11) innings of a tournament or he may choose to spread out the eleven (11) innings over the course of the tournament.

3. A starting pitcher cannot pitch more than six (6) innings in one day when a double header is played. Otherwise, the pitcher has her allotment of five (5) innings per game with the one (1) extra inning in case of a tie game and the pitcher is the starting pitcher and has pitched the complete game.

X-play DIXIE PONYTAILS

X-play regular season and tournament play

1. Baserunners may leave the base when the ball leaves the pitcher's hand.

2. The third (3rd) strike rule will be in effect.

3. If the catcher of record is on base with two (2) outs, a coach has the option of putting in a courtesy runner for the catcher. The courtesy runner will be the player who made the second (2nd) out of the current inning.

4. The batter's box will be measured seven feet (7') by three feet (3'). The batter's box will be measured four inches (4") out from the side of home plate and from the center of home plate the batter's box will be measured with four feet (4') extending toward the pitcher's plate and three feet (3') extending toward the backstop.

X-play tournament play only

1. The consecutive game rule for pitchers will NOT be in effect.

2. The coach will be allowed to use the number of innings alloted a pitcher in any manner he chooses. EXAMPLE: A coach may pitch a pitcher for the first thirteen (13) innings of the tournament or he may choose to spread out the thirteen (13) innings over the course of the tournament.

3. A pitcher cannot pitch more that seven (7) innings in a day when a double header is played. Otherwise, the pitcher has her allotment of six (6) innings per game with one (1) extra inning in case of a tie game and the pitcher is the starting pitcher and has pitched the complete game.

NOTE: Leagues may choose to play by "TRADITIONAL" rules only or play by "X-play" rules only.  A league my choose to offer both styles of play if they so choose. If a league offers both styles of play they must register that they are playing both styles and pay the proper fees. Players cannot play on the "TRADITIONAL" tournament team and the "X-play" tournament in the same season.

If the interest is there for both "TRADITIONAL" and "X-play" styles of play the district and state will offer tournaments for both styles of play. THERE WILL WORLD SERIES PLAY FOR BOTH "TRADITIONAL AND "X-play" teams.
